Insofar as there is an IQ problem in this equation, it is not about the IQ of the representative voter. That person can be entirely trusted, given a rational context, to support causes that offer advancement without risk of disturbance. The problem is IQ in the chattering classes, which spend much breath bewailing the failure of existing D1 or raw democracy in places where "the soil is infertile", and then waste the rest of their breath insisting that D2 can't be started until D1 is working.
