That means finding a context that makes voting a constructive process. It does not get quick Likes from internet boxes.
Insofar as there is an IQ problem in this equation, it is not about the IQ of the representative voter. That person can be entirely trusted, given a rational context, to support causes that offer advancement without risk of disturbance. The problem is IQ in the chattering classes, which spend much breath bewailing the failure of existing D1 or raw democracy in places where "the soil is infertile", and then waste the rest of their breath insisting that D2 can't be started until D1 is working.

PS. All politicians are educated, honest, and people centric until they're in power. If you want them to stay that way you can leave their psyches alone. Just fix the structure so that it ensures they stay that way.
